Makes me wonder if this is China's way of making sure that N. Korea stays under their thumb and a thorn in our side.
China doesn't need any green light from us. NK is their puppet, and is doing as told.
China itself is exploring the political uses of stage plays like the British have run since the 1800's to divide the world and manipulate the little chess pieces.
Yeah maybe. They seem to be getting sick of N. Korea as much as anyone though.
I forgot to add a babe adendum to the above post: Right in the middle of China's NK consumption, send in the black ops to split China into factions. Two birds with one stone.

Sounds like n Korea wants attention again. They do this every few years. Throw them some food and they will shut up for a few years. At least until their people starve again and then they'll threaten nuclear war (again). Cycle has been going on for years now. Nothing new
