It's not commonly used, it is sometimes referred to as 'nonstandard' or 'incorrect'.

Irregardless of that, it is sometimes used.

i know but if you break it down into context it is used wrong. "ir" means the oppositve or reverse of the original so irregardless doesnt make sense.
