If I were the Clippers, and I thought I was a title contender, I would NOT part with Billups. The dude is clutch at the end of games. He is this generation's Robert Horry.

How many PGs will be on the team after that trade? This trade would give the Jazz six guys who could play PG. Mo Williams, Bledsoe, Billups, Watson, Tinsley and Burks.
I already addressed that. This is all predicated on Washington liking a pg in the draft. Let's be real about Wall. He has gotten Washington win totals of 23, 20 and 9 in his three seasons. That is terrible. Trading Wall for Jefferson gets you into the playoffs next year.
If they like a big in the draft, then they don't consider this trade. If there is a pg they like in the draft, then this would be a way to get their team relevant again, make some money and turn a player that has been hurt a lot into a playoff run...it's not a bad trade.
Again, if they don't like a pg in the draft, then this is all nonsense.

In the East, with Nene, Beal and a high draft pick, the Wizards make the playoffs. .500 in the East is a playoff team. 30 games doesn't guarantee a re-sign, but the Wizards would be perfect for Al. That is actually a team that would do well to have him be their 1st, 2nd, and third option.
As far as the wins go, the fact that he was injured is very important in this scenario. He has been injured in 2 out of the three years he has played. He did have one complete season, that landed Washington as the second worst team in the NBA. Wall hasn't exactly been great for them. Also, Wall's 3 pt % is AWFUL. TERRIBLE.
Wall isn't the blue chip prospect he was three years ago.
