The new CBA actually requires teams to spend more money than the previous one. For the next 2 seasons the minimum salary-floor is 85% of the cap - which then increases to 90% following the 2012-13 season. The previous CBA only required teams to spend 75% of the salary cap.

...well, they should have paid him the NBA minimum....then gave the rest to the employees of the team to split up!
