From his comments, JP pretty much did what was in the best interest of the University at the time. Which was doing nearly nothing about and just trying to get it out of the University. Now that the incident is haunting the University he is upset he didn't do more earlier. He isn't upset because kids got raped, just because his beloved University is getting what it deserves.
