I notice that you are just talking about laws, and left out the administration part of the equation, and institutions and other organizations i referred to.
Is the government part of culture? Police force? Teachers/Schools? Courts? IRS? Military? EPA? FCC? SEC? FTC? Health care? Zoning? Transportation? Commerce? etc. etc.

What about Corporations? Churches? Nonprofits? Media?

You give me total control over laws and government and a little time , and all of those institutions could be dramatically revamped.

Laws control Institutions. Institutions control culture. 99.9 % of individuals are just flotsam in the river of life.

If I had the power to reshape laws and government in all its forms, I'd turn things upside down so much people would forget there ever was such a thing as racism.

The line between government and culture is blurry too.

All those exist in the intersection. Anything with actual people will involve the culture.

well, in my hypothetical, i have the power to hire like minded people at all levels of government, and fire those who block progress.
