No, I understand your scenario. I just think you have a basic misunderstanding of human nature.
 
Actually , my hypothetical presumed that the culture of government was already unified around my ideals.

In an alternative hypothetical, I could just rewrite all the laws and the constitution, and wait for these changes to permeate the government, and wait for the government to permeate other institutions. Admittedly, this process would take time, and the exact outcome would involve some evolution before it is completed, but rewriting the laws would effect culture to a large degree, unless there is a revolution halting the enactment of the new and improved legal system. The revolution would likely not come from what is generally thought of as culture though, it would more likely come from a subgroup of elite who would resist losing their power to the general culture.

It would probably take about 5 years, utilizing about the same resources that are currently spent on writing laws, and with the understanding that a lot of existing precedence and law would be just struck.

Total unity of existing government agency cultures would speed up the process considerably.
 
Trying to hire every employee at the federal level to match your cultural values means you'll not even get your government fully staffed, even after ten years. If you trust others to meet your culturl values, those values that are different from the prevailing culture will be diffused the further the hiring gets from you.

No, under your scenario, you only have to make sufficient changes to shift the balance of power in the organization in favor of your objectives. Many people will be in favor of improving the organization and society. You are assuming that changes would be resisted, which is not necessarily the case. Also, most people will support whatever directions the organization takes if it is their own interests.

Obviously, I am not stating that i personally would micromanage individual personal decisions other than in my immediate surroundings.

As an alternative approach, there may be organizations that do massively resist improvement, in which case it may be simpler to just eliminate the entire organization. I realize that this is not usually practical, but the roadblock to doing that is not culture, but law, and you have already given me the power to wave my magic wand and rewrite the laws. Get ready for a tidal wave of change , baby!
