Shooting from the hip again:
I think only teams that have Bird Rights can offer 30%. I think it's substantially lower for any other team.
I don't think the cap will be higher than it is for this season and the next for quite some time. With a 6%-8% shift in BRI to owners, the cap and tax should drop somewhat proportionally in 2013. I seem to remember that the cap and tax will be frozen for this season and the next but that calculating new contracts, the new BRI split is already in effect (less money for free agents).
Per ESPN, the new CBA allows for a max of 30% of the cap for players with 7-9 years.

I don't know next year's cap, but assuming it's $60.3mm (4% raise over this season)

I think $18 million is a very high number to start with when calculating what Deron would get on a non-Bird Rights team. But if it's possible to still get him just doing those things and still being able to keep Jefferson, then yes, that is doable as ****.They would be pushing the line after amnestying Harris (8.5mm), renouncing rights to all FA's, and giving up the TPE.
