I'm not sure what you're saying. I'm saying there was a temporary spike in crime when crack cocaine was taking off and street gangs were fighting over turff and addicts were robbing to supply their habit. As far as I understand violent crime has been dropping for over 20 years.

My understanding of LogGrad98's position was than an abdication of reponsibility was connected to a surge of crimes in the late 20th century, and i was surious how that fit in with the recent decline. I interpreted your remark on crack in that light. Sorry for any confusion.
