Lol! Thread of the year material.
I don't think God does it. Too much hassle for too little. The worth of a soul might be great, but we're talking Peter Fehse here. Besides, then we'd have Halloween in the middle of summer. Just too hot for the costumes and the chocolate melts.

We could add the rights to David Locke, but I don`t see God wanting a dude who does nothing else but analyze and criticise all God`s actions.
