Losing the back up spot is a possibility. Its also a possibility that he outplays Exum and earns a starting spot.

The team has more to gain from waiting and seeing how he plays this season then trading him.
More to lose as well. And I see about a .000001 chance that he starts the season baring injury. I see about a 40% chance he's 3rd string.
 
I want Exum to start. I think his potential is really high. I do think the Jazz are committed to him. I dont think our Coach would leave Exum as starter if he is really getting outplayed night in and night out by Burke. Coach would lose respect so fast from the players if he did that, that does not seem like a Quinn move to me.

Of course my hope is they both come out and play incredible, Exum stays starting and Burke comes off the bench and kills it.
Good/Better players come off of the bench behind players playing worse all the time. Sometimes it's the fit within the lineup sometime players play better off of the bench. Burke was terrible with the starters last year. He was marginally better off of the bench. However the starters were far better without him. Therefore I believe Quin would be in more danger of losing the team if he went back to something that was not working than sticking with something that did work.

The team has a logjam at the guard position with Dante Exum, Raul Neto and Bryce Cotton also in the fold. Utah did appear to be leaning in favor of Neto—perhaps a big reason why the rumors surrounding Burke began—but after his performances during the summer, Burke appears to be staying put, according to a tweet from Tony Jones of the Salt Lake Tribune:

Burke is coming off a season in which he averaged 12.8 points, 2.7 rebounds and 4.3 assists per game while shooting 36.8 percent from the floor and 31.8 percent from downtown in 30.1 minutes per contest. Most of those numbers—especially his shooting percentages—were down from his rookie campaign by a significant margin.

Still, Burke is a young player who is still getting his feet under him at the professional level. He's also entering the final years of his contract with Utah. Jones stressed the importance of his upcoming campaign:

If Burke can live up to his potential this season, he could earn a lucrative deal next summer when the salary cap increases. However, if he continues to struggle, he may have a hard time finding opportunities across the NBA.

The have nothing to lose. You said trey has no trade value or little value and would be okay with cutting him for nothing. We can cut him for nothing or trade him for little later. Nothing lost. Those stats seem pretty scientific and thought through :).

Any trade value he does have. Probably not high but I'm sure he has some, will be gone if he loses the backup job. I did say I'd be fine cutting him, I would not want that to be the outcome however. I'd rather get something now. But whatever they do I'm fine with. Hell I'd love it if he came in earned the backup spot and became an efficient player, I just find it highly unlikely.
