Not true. It has to be able to convey... so an unprotected pick like the GSW one is fine. Can also exercise the pick and trade it on draft night to meet requirement.

Trades right now can be agreed upon but don't go through until July 4th or close to that date. So if we did that we are agreeing to pick a player for them. We are trading the player we selected not the pick.

Yet again, this is wrong. The trade deadline goes away after your team is eliminated. It is perfectly legal to make trades before the draft. But, you have to make these trades fit under your cap this year.

The Stepien rule only says that a team must have at least one first round pick every other year. It does not say that it needs to be your original pick. That would be a very strange rule as it would prohibit teams who traded last year's pick to trade up or down in the next draft.
