Hibbert was assessed a Technical (which results in a small fine) for being "third man in". The NBA have obviously decided this standard punishment is enough. I disagree, as he wasn't entering the affray as peacemaker (i.e. holding the players apart), but as an aggressor. Players who leave the bench in such a circumstance are punished severely, players on-court who enter an opposition player's space and escalate a situation should also receive more than the standard wrist-slap.
Not 100 percent sure but I don't think you get fined for techs until a certain amount is reached.
I'm still annoyed that 2 refs in the immediate vicinity watched as Hibbert lumbered over to Booker. Hello, step in front of the angry-looking dude!

Almost sure every tech is fined. The escalating punishment is games missed if you get a certain number of techs. At that point they figure fines are not working so they suspend you instead.

Players can be a bitch to you. It doesn't mean that you should bitchslap them and leave your team alone. Being tough minded is important. Trying to be tough and act like a boxer on court means weakness in nerves and weakness in nerves will not help in postseason.
If this team is relying on Booker in the postseason then it's going to be a short one.
