When can we first extend an offer to Gobert?

No, I'm sure Dennis will encourage him to go out and establish his market value, That's generally what the Jazz do. And it's worked so well (pissed off Millsap, allowed Hayward to get an opt-out). Or DL could offer a Favors-like contract and see if he'd bite.

In all seriousness, this deal will set the tone for the Jazz' championship hopes.' If Rudy says he'll take less (say 20%) so others can stay, I think Utah could be in good shape. But if Rudy and then Gordon and Favors demand max contracts, Utah is sunk because none of those guys is a franchise player. They're all fringe all-stars.

Really? Why then did Millsap (or was it his uncle) ask the Jazz NOT to match? That isn't a fabrication. That was published in the local newspaper. I suggest you go back and consult the Trib or DN archives.

Jazz had not even offered a contract to Paull prior to him signing the Portland offer (easily confirmed via Google). They told his agents to go see what the market was. Just my opinion, but it seems very unprofessional to tell a valued employee to go get another company to do all the work for them,
 
Panties in a twist over nothing. There's nothing wrong with letting someone else set the market when restrictions are in place. The risk for the team is that the team setting the market will dick with the contract and force issues that the team hadn't anticipated (like Hayward/Charlotte).

The Jazz had leverage, and rather than low-ball him, they told him to go find out exactly what he could get. A signed offer sheet confirms that. They still wanted him, so they matched. Simple as that.

This strategy backfired against Hayward (should have offered the 5 year max) and would be a terrible idea to use on Gobert. Everybody with any sense should realize that Gobert is worth the max. If they lowball him, I'll be very disappointed. Whoever chases him in free agency will almost certainly add poison pill clauses to the contract.

My hope is that the Jazz and Gobert agree to delay the contract situation until the start off free agency like Kawhi Leonard and the Spurs did. LMA wouldn't/couldn't sign with the Spurs if Leonard negotiates his max as soon as he was able to.

I thought an extension was limited to 107.5% of his current salary up to the max for his years of service. It can be renegotiated from what I read after the 3rd year. Quotes are from the cbafaq site.

Extensions
Veteran extensions are limited to four seasons, including the seasons remaining on the current contract. Even if the extension is signed in late June, the current season counts as one full season toward the total. For example, a contract with two seasons remaining may be extended for up to two additional seasons. However, an extension signed in conjunction with an Extend-and-Trade transaction (see question number 94) is limited to three seasons, including the seasons remaining on the current contract.

The salary in the first year of a veteran extension may be any amount up to 107.5% of the player's previous salary[SUP]5[/SUP], but no more than the player's maximum salary in that season (i.e., the maximum salary the player can receive if he were to sign a new contract that year as a free agent -- see question numbers 16 and 17).

On renegotiations (last year of a contract?)
A contract for four or more seasons can be renegotiated after the third anniversary of its signing, extension, or previous renegotiation (if the previous negotiation increased any season's salary by more than 4.5%). Contracts for fewer than four seasons cannot be renegotiated. A contract cannot be renegotiated between March 1 and June 30 of any year.

Only teams under the cap can renegotiate a contract, and the salary in the then-current season can be increased only to the extent that the team has room under the cap (and cannot increase the player's salary beyond the maximum salary). A renegotiation can only be used to provide a salary increase -- players can't take a "pay cut" in order to create more cap room for the team.

Gobert's raise isn't happening for 2016/17, is it? I thought he was still under his rookie contract. IINM, no one is up for a new contract for next season. Well, besides Booker and the scrubs, For 2017/18, there is Hayward's player's option, QO's to Burke and Gobert and team options for Pleiss, Exum, Lyles and Hood. Those latter three will obviously be picked up.

But you have a point about the cap hold.I think Rudy's will be very low due to his draft position. In the case of Hayward, Burks (and Kanter had we offered the QO), the difference between the QO and actual was not that much. With Rudy it could be very big,
