How To Use Burks' TPE

You mean the 6'5" guy who shot 48% from 3 last year (in limited time) can drive the hole and could be had for under 2 million? Oh, but yeah, he's white and balding so he sucks, right? Why would the shooting starved Jazz want anything like that?

Some of the rules in using them are:
1) The expiration date for use of a TPE (or any portion of it) is one year.

2) It can be used in whole or in part in a trade to take a player whose salary fits within “TPE + $100,000.”

3) If only used in part, the remainder can be used later (until the expiration date).

3) The TPE (or remainder) counts on a team’s salary cap the same way a player salary does.

4) Before the expiration date, all the remaining TPE may at any time be permanently discarded, to erase it from a team’s salary cap.

5) A TPE is only used to take ALL of a player’s salary in a trade (or none at all).

6) So it can never be used to “make up the difference” on an illegal matching, it cannot be combined with anything to take a bigger player salary, and it can never be used on a player whose salary is larger than “TPE + $100,000.”

7) A TPE is like any other “exception” in that the choices are to use it, discard it, or let it expire. There is no option to trade it to another team for an asset, if it’s not going to be used.

...and like all of the exceptions other than the room exception it vanishes the moment the team drops below the salary cap. From my post #19 of the thread:
"A team's exceptions may be lost entirely, or the team may never receive them to begin with. This happens when their team salary is so low that when the exceptions are added to the team salary, the sum is still below the salary cap. If this happens when the exceptions arise on July 1, then the team doesn't get their exceptions at all. If the team salary ever drops below this level during the year, then the unused portions of any remaining exceptions are lost (and do not return if the team salary later increases)."

I mean, I could be wrong, but I looked into this for quite a bit after @Hitman's post, and came to the conclusion that he was correct.

I suppose technically the Jazz could use it right now, while they are still over the cap... but then they would probably not be able to shed enough salary to get far enough under the cap on Jul 6 to actually complete the Conley trade.
 
If TPE disappear, it's just another clear way rich teams prosper over under the cap teams.

Think about it - a team over $109 gets a $9+ exception. A team under $109 gets a $4.7 exception. What kind of stupid logic is that?

I mean we have we already traded our players and picks for Conley or is that contingent on us getting below the cap?

The trade as announced is contingent on us getting below the cap. It's perhaps possible we could rework details with Memphis and restructure it somehow, not sure.
