Dresden and Hiroshima has government interested in rebuilding the community or supporting the people affected. Other people have to deal with governments interested in keeping them subjugated.

IMHO people wont try to escape from the paradise and East Germany was considered already in better shape than soviet states (my mother had chance to visit East Germany in 1984 - by Soviet standard it was already a luxury for a peon). Her luggage was full of consumer products which were not available in Soviet Union.
And general literature and news media in Soviet union was not on the side of the Republican party.

I have nothing more than surface knowledge of the Soviet Union and East Germany. I can only explain what was happening to black people here in the US.

Largely they did keep cities like Dresden a ruin. I was in the east shortly after the wall came down and I was shocked at how many buildings were still basically in ruin. Believe me the eastern block governments did the bare minimum in east germany after the walls went up. Hell my apartments there were heated with coal. In 1990. And it was a matter of control.
 
It's hard to say. I think Cruz will probably throw his hat in, probably a Tom Cotton-like figure as well. And don't ignore that someone outside the box like Sean Hannity could do it.

Based on photos and information that i have gathered:
1. Yes, i claim (which is probably not a good or exact word i want to say due the language barrier) that Stasi and KGB kept the East Germany in a mental ruin; because well, East Germany looked like a modern western country for those who lived in Soviet Union but of course poorer and less desired than Sweden or Finland and of course USA and Canada. Based on reports - they really looked like paradise after Glasnost and Perestroika started and there was little bit more freedom. However, what i claim is that people would not risk their lives to go to another country if the country of origin is good enough. OK, well, people (even those who have real families) still want to climb Everest and K2 :)

2. So, what do you think what is the root cause, that blacks might not be either welcome or tolerated specially in those bigoted :) countries dominated by whites? For example Baltic ones, Russia, Poland and Asian ones? Is it only the tone of skin or something else? IMHO i would say Estonia is in general a safe country no matter what is the skin tone. However, i admit, should there be group of perfectly decent blacks walking near the house or suburb where i live, then most of the people who live in that area would be very cautious. With other races like asians(even the darker ones like hindus) people would be just curious. What pisses people off is that it is kind of OK to make jokes about blondes and most of the other nations and groups but not blacks - then you are automatically labeled as a rascist.

3. To be at least tiny bit on topic - i fully support the Biden as a POTUS (i guess the policies he pushes won't much impact the Baltic countries) and i find it kind of a poor loser excuse to demand voting verification process. Even in our frog pond :) a radical minister has also told in radio broadcast, that Biden's victory is suspicious. I guess that voting booths-offices in USA are similar to Europe?
 
Well folks, it was a hell of a game. The Lakers, err, I mean Trump took the early lead, but we always knew the Jazz, er, I mean Joe Biden had more in tha tank. The late game was an all time classic meltdown. Trump could do nothing but watch his lead evaporate. He complained to the officials, he called the commissioner, he kicked the ball into the stands, but at the end of the day we turned our heads to the scoreboard and Joe Biden clearly and cleanly won the game.

It is over folks. Get your **** and go home. Biden will be the next President of the United States of America.

I have no idea how black people would be treated in the Baltic countries. For the most part, neither do black people. If the modern Balkan countries went on a recruiting drive in the black neighborhoods of the US, promising better living conditions, they would probably get a decent number of people to sign up. That's how the US got so many Europeans to come here.

And regarding the popularity of blacks, specially outside of the USA - IMHO the problem is, that media is showing us the (i kind of exaggarate here :) ) the thrashy blacks or the behaviour which is not common here, but not decent ones who could be role models for everybody no matter what is the race. Just an example from Estonia:

Check out the video, “It’s all a lie”, of today’s Pro-Trump march in Washington. There’s a great deal to be concerned about, an army of people demonstrating from the perspective of an alternate reality. It’s a stunning scene, but I think to be expected.
