Looks like maybe a typo in your quote: s/b 4 not 14.

It would probably a good thing to have pardon powers in Presidents and Governors as a check on the powers of courts and even legislatures if the government had gone fascist enough that the people finally voted in one of their own. For example, if say Romney began calling Catholics "terrorists" and shipping them off to Guantanamo, and the Courts and Legislature were all on board with the "change". We couldn't change the courts directly, and maybe we couldn't throw enough bums outta the legislature in a single election, but we could get a different President already.
