It would make more sense to me if the Jazz had finished these transactions in relatively short order after extending Lauri. Or it would make more sense if you said they still hold out some hope that they might be able (rather than will) get something done before the season starts. If they had/have something clearly brewing, I'm not sure what the holdup is.
I am skeptical that the Jazz will go into the season with 15 on their roster rather than the 14 they have now. I'm also skeptical that any move (such as involving Clarkson, Collins, or Sexton) would not bring in more players to the Jazz than they send out (assuming something like the Ingram thing has no legs). Maybe the only thing I can envision is a modest salary dump to be taken in (with the player involved immediately waived). But even with this, I'm not really sure what the holdup is.
