2nd round picks can now be signed with an exception….he hasn’t put pen to paper just like Eubanks/Juzang because in theory they can use the cap space before using an exception. He has zero cap hold at the moment, so but will count against the cap when he puts pen to paper.
Alternatively, the Jazz could sign him to a contract that exceeds the 2nd round exception with cap space/a different exception.
It would make more sense to me if the Jazz had finished these transactions in relatively short order after extending Lauri. Or it would make more sense if you said they still hold out some hope that they might be able (rather than will) get something done before the season starts. If they had/have something clearly brewing, I'm not sure what the holdup is.
I am skeptical that the Jazz will go into the season with 15 on their roster rather than the 14 they have now. I'm also skeptical that any move (such as involving Clarkson, Collins, or Sexton) would not bring in more players to the Jazz than they send out (assuming something like the Ingram thing has no legs). Maybe the only thing I can envision is a modest salary dump to be taken in (with the player involved immediately waived). But even with this, I'm not really sure what the holdup is.

Sarah Todd indicated that the roster is set at 14. That would indicate no more activity. I believe this means the Jazz can bring four more bodies to training camp.
Oh, it appears Eubanks may already be signed. (And read a little further in the following Twitter thread about Filipowski as well, though I'm not sure I fully follow on that.)

The way I see it, there’s no reason to sign these guys (put pen to paper) until it’s necessary. You get no benefit from signing the guys who can be signed through exceptions later.
It doesn’t necessarily mean something’s brewing…but if, for example, a team was looking to make a small salary dump before the season the Jazz would want to keep their cap space available as long as possible so they can execute that type of deal if the opportunity rises.
It’s a small probability….but there’s no benefit to burning the cap space now versus right before camp starts.
EDIT: looks like the Jazz did decide to burn their cap space.

On the NBA transactions page it said the Jazz renounced their restricted free agent rights to Luka. Why now? Was he in play for a sign and trade like Dunn? It seemed at season's end they couldn't be rid of him fast enough.
