I think an admin should have PMd a stern letter to Cy with defined repercussions (even if they are inconsistent with board rules). Put him on notice and let him decide his outcome.
A professional approach would likely had stopped Cy's stupid behavior.

I do however have a problem with him manipulating the system to bring down two consecutive negs on me.

You may be right that Colton could have handled it differently. But I stand by his principle in taking a complaint (from whoever it may be) seriously, investigating it thoroughly, and at least has the guts to do something about it. Could have been handled differently? May be. But I don't think you can fault the principles behind what he had done.
