Same as any identity. You need to meet two conditions. One, you have to consider yourself part of that group. Two, other members of that group must consider you part of it. If either condition isn't met, you're not part of it.

You can be treated as part of a racial group by others, even if you don't consider yourself part of that group. That treatment by others affects your identity.

That is the consensus of my weekend basketball group. Their opinion generally is it speaks badly of black people the way they are portrayed in Perry's movies. I couldn't say as it would be heavily tainted by my overwhelming white privilege and pre-destination to be an oppressing ueber-racist.
