Most people who get this wrong would see a 2/14 record for the first pick and say, "the luck is about to change", there must be a greater than usual chance this year. That's obviously wrong, and hard enough for me to understand why people would think that way. That's the Gambler's Fallacy. But what you are saying the is the reverse of that: "Luck has been bad in the past, so it will be just as unlucky this year". That fallacy is so uncommon I couldn't even find a term for it when I googled it just now. It's sort of the Inverse Gambler's Fallacy, https://en.wikipedia.org/wiki/Inverse_gambler's_fallacy, but not quite.
