I'm not saying everything in the NBA is fixed but look at the facts. Cleveland received the pick cause the NBA helped them recover from the Lebron loss. The New Orleans pick just happened to be after the hurricane and the team name change. Milwaukee got the pick because it was such a bad team they needed a huge boost to help them from going bankrupt. San Antonio, right after the first time they had a bad season, they get the pick. The thought that San Antonio is a small market is still so odd to me, Texas is a huge state with a huge population. The last time the Jazz had this position we got the #6 pick. Unless Adam Silver changes the "Don" David Stern way of doing things, I don't expect the Jazz to get a good pick. And if you don't think the NBA is fixed. Google the last minute of the Clippers Thunder game 5.

Hard to picture the Jazz taking another big, but if he is the BPA, then they probably still roll the dice.
