IF the Jazz want to match, they should have a sit-down with him and ask him if he really wants to return. They shouldn't just do it because they want him back. G-Time strikes me as a player whose heart has to be in it if the team expects him to perform.
Does it make sense to talk to the Hornets about a sign-and-trade? So the Jazz match the offer and get some value from the Hornets, instead of losing him for nothing. If so, THAT's the play I think the Jazz should make. To answer the question of the post. I voted NO because I don't think he's worth that much money. If the Jazz are hell bent on spending that type of cash, go get Parsons after getting value from Charlotte. Even if the Jazz don't get Hayward back, I think they can replace all of his production pretty easily with the roster they have.
