Because both are basically strictly bench players. Mudiay provides offense but he can be a liability defensively at times. Exum provides defense but he brings little to the table offensively. Their weaknesses can be limited on the bench against other bench units. Against starters those weaknesses would be magnified. Furthermore you can't start either because one of them would be starting over either Royce or Joe who are both superior players overall.
