The Jazz may or may not be undervaluing Fesenko, but they didn't sign fes for only one year to make room for Tomic (which might be Croatian for "Toothpick").
The one-year minimum deal was first and foremost about finances, not wanting to pay any more than they had to for their backup centers, even if it meant losing Fes or having to pay extra for him next year. There was probably an offer for several years at the QO value of just over $1 million, plus perhaps raises, but that was probably considered a lowball offer by Dan Fegan and his posse, who likely wanted multiple millions for multiple years.
