Tied for 5th. You skip positions if there are other teams tied. Orlando/Boston tied for 3rd/4th, so incorrect to say Utah/LA tied for 4th, They are in fact tied for 5th/6th with 151 chanced to divide between them. So coin flip determines who gets the extra chance plus the higher slot if a top-3 spot is won.

BTW, last year the tiebreakers were determined on April 19th for both lottery and playoff teams. There were 5 ties to break. And, of course, the order is reversed in the second round - i.e loser of the coin flip gets the higher selection in the 2nd round (small consolation).

Well that might be true most years, I remember when Utah and San Antonio tied in 1999. SA won the coin toss. Who did they select? A guy name Gino. So some times it comes back and bites you.
 
NBA Playoffs (right now) based on this:

#1 Spurs v. #16 Wizards
#2 Thunder v. #15 Bobcats
#3 Clippers v. #14 Nets
#4 Pacers v. #13 Grizzlies
#5 Heat v. #12 Bulls
#6 Rockets v. #11 Raptors
#7 Blazers v. #10 Suns
#8 Warriors v. #9 Mavs

All above .500. This would have Memphis replacing Atlanta, that's it. Atlanta has a winning % of 45% and Memphis one of 59%. Only non 50%+ team that wouldn't make it is Minny and they are 50% even.

I think the NBA should have done this a long time ago but may the new commissioner will be open to it. However, I think it is about money so nothing will happen.

I've been cheering for the Jazz every game because I'm a naive little bitch and not a 'true fan' by UGLI's tarded definition, but even I will hope for a Laker win on that fateful day

Well if all the eastern teams go out of the playoffs you lose a lot of fans since the East coast has more people and media outlets. On the other hand, better playoffs and people still tune in. I just think you lose the causal fan when you have no shot at the playoffs besides all the cities in the East who lose business because their teams are not in the playoffs.

Perhaps. But the EC is improving with only one sub .500 team set to make the playoffs. In past years it has been worse. Going with the best 16 would also make the lottery fairer. There is no reason Memphis should get the #14 spot - and a chance at a top-3 pick - over Atlanta. That's one change I would make: lottery teams are the worst 14 records, independent of making the playoffs or not.
