Hmmm. I don't know. I'll have to explore both sides. My only concern is whether it disadvantages smaller teams or not.
Smaller teams are always going to be at a disadvantage no matter what rule you implement.
Not with a hard cap rule. That rule will essentially eliminate any disadvantages that the League can control.
