Jazz had two of the GOAT's in Stockon and Malone, were perennial contenders and still could not attract even fringe all-stars or solid starters to complete the team. Two trades fell through due to players threatening not to report.
Deron at one time was almost as pro-Utah as Donovan.. I remember his quote about getting players to come to Utah. That failed, and undoubtedly was one of the reasons he was evasive about staying (and I think would have left). He saw that NO ONE of import was putting Utah at the top of their wish list.
I'm not sure that even the personality of Donovan will be able to overcome that. Utah has gotten FA's by outbidding everyone else or going after players no one else has wanted (Boozer, Memo; Udoh and Jerebko this year). Even JJ likely signed because Utah gave him $11m and probably his best offer elsewhere was MLE or lower. Jazz are likely going to need to grow their own (draft or lightly-regarded FA's), or trade for and hope players stay. Other than that, I see perhaps foreign players or a small niche of family-oriented players or those with Utah or religious ties (like Love or Jabari).
Doesn't mean Dennis shouldn't make phone calls, but I'd bet $100 we ain't getting Klay or Kwahi in 2019.
I still say the most likely scenario is
1. Cavs don't survive in the East and Lebron flees to Philly or LA
2. Favors gets a big offer from Atlanta (or another team)
3. Jazz trade for Love
