I think a higher education rate and people wanting to stay here influence that significantly. There are some exceptions. I have lot of friends who (though we're all in the same general field) went into different specialties and most of them can't get back to Utah. For me, the specific field I did doesn't have a lot of LDS people going into it, so Utah was wide open.100% percent true. From personal experience, the same job at the same organization level pays 30% more in a state and city with a similar cost of living.
