It may be legitimate. Making bad trades can absolutely kill a team, particularly a small market team that may have fewer avenues available to it to recover.
On the other hand, being overly risk averse, and making no trades, can make it hard for a team to upgrade, particularly a small market team that is not a free agent destination and is fated to remain in mid-late draft.
The upside is that I don't need to feel bad about trading away great dudes like Ricky and Derrick. So there's that.
