Wasn't it just last year that BSU held a public campaign trying to fill a spot in their schedule and no BCS teams would take them?

I remember laughing at that because I thought it was so ridiculous. Those kinds of games only come out of relationships that have built between AD's over a significant period of time. Just because Boise is finally ready to play the big boys doesn't mean they should come beating down Boise's door. For years, Boise purposely built weak schedules in order to go for those perfect seasons, rather than testing themselves against BCS schools. Fresno had to take rip-off deals with BCS schools for nearly a decade before they started getting return games in Fresno. Countless times they would play the away leg of their agreement and then they would get bought out time and again and never come to Fresno. Only now have they began to see games like Cincinnati and Illinois at home. Potentially Ole Miss next season.
Over the past few years, Boise finally decided to start testing their program against BCS schools and that's why they're beginning to see games like Oregon at home (last year) and a neutral site game with V-Tech. It takes some time and they have to swallow some pride. That's just the life of a mid-major program for the most part.
