I think a combination of the short term history of the teams and the soft early ute schedule is probably the reasoning.

My two cents: the teams are about the same good, but utes beat cougs head to head so i would give them the slight edge.
Before the season started i thought byu would be WAY better but byu has underperformed a little and the utes have overperformed alot.
Utes impressed me again last night hangin tough on the road with a chance to win.

Still think haws is the best player in the state though. (48 points last night!)

You are half right. Haws is the best offensive player in the state, but makes Jimmer look like a defensive stopper. FYI, Delon Wright is even listed as the 1st and 5th picks in the 2015 draft second round on https://www.draftexpress.com/nba-mock-draft/2015/ and https://www.nbadraft.net/2015mock_draft . Haws will have more of a European career.
 
Lol! byu has zero business being in. Haven't they lost twice in the Big West ot whatever already?

And yesterday BYU was an 11. Crazier still, Utah Valley is on there as a 16 seed. I guess that means he is predicting that they win the WAC.

Word. Huge TBD by both of them. If Utah knocked off Arizona tomorrow or something, it would make more sense. But they probably won't. I said in another topic that Utah needed a split of the last 12 games and a couple of Pac 12 tourney wins to get in. So far, 0-1.

BYU can only lose two more conference games and needs a win or two in the WCC tourney to me to get in. If both teams don't do those things, they won't be in unless they win their conference tourneys.
 
I don't think Utah makes the tournament. Too weak of a non conference schedule, and we've let too many close games slip away.

Embarrassing to even include byu tho. Team from a tiny conference with a bad record. WTF Lunardi?

Give it time and you will realize the West Coast Conference is actually a pretty good basketball conference this year.

Neither team is very good and deserves to be in the tournament.

BYU has underachieved IMO.

While Krisco has improved the program, I don't think he helped anything by playing so many cupcakes in the preseason.
