Welcome to Colton's 2016 Mock Draft Compilation, v. 1.0. 9 mock drafts used! Here are who the mock drafts are listing as the "best players". See below for details. It should give a pretty good idea of who will be available when the Jazz pick at 12, 42, 52, and 60.
Ben Simmons
Brandon Ingram
Jamal Murray
Dragan Bender
Marquese Chriss
Buddy Hield

Skal Labissiere
Deyonta Davis
Domantas Sabonis
Furkan Korkmaz
Wade Baldwin
Dejounte Murray
Ante Zizic
Malachi Richardson
Timothe Luwawu
Denzel Valentine
Demetrius Jackson
Brice Johnson
Ivica Zubac
Taurean Prince
Cheick Diallo
DeAndre Bembry
Malik Beasley
Thon Maker
Juan Hernangomez
Tyler Ulis
Damian Jones
Diamond Stone
Zhou Qi
Guerschon Yabusele
Patrick McCaw
Caris LeVert
Paul Zipser

Anthony "Cat" Barber
Gary Payton II
A.J. Hammons
Jake Layman
Robert Carter
Isaiah Whitehead
Kahlil "Kay" Felder
Wayne Selden
Joel Bolomboy
Isaiah Cousins
Dorian Finney-Smith
James Webb
Georges Niang
Perry Ellis
Gracin Bakumanya
Marcus Paige
Yogi Ferrell
Andrey Desyatnikov
Misc observations:
1. All but one of the mocks have Simmons going #1.
2. Deyonta Davis is in the #12 slot. Other likely available players include Domantas Sabonis, Furkan Korkmaz, Wade Baldwin, and Dejounte Murray. So one of those could be the most likely for the Jazz right now.
3. There is absolutely no consensus as to who the Jazz will pick at #12. The 9 mocks have 8 different players being selected, including Henry Ellenson, Skal Labissiere, Deyonta Davis, Domantas Sabonis, Furkan Korkmaz, Wade Baldwin, Ante Zizic, and Timothe Luwawu.
4. The winners of the "who knows" awards are these players:
Marquese Chriss - mocks have him as high as 4 and as low as 11
Domantas Sabonis - as high as 8 and as low as 23
Wade Baldwin - as high as 8 and as low as 34
Dejounte Murray - also as high as 8 and as low as 34
5. There are only 16 players that ALL of the mocks have going in the first round. The remaining 14 picks of the first round seem pretty up for grabs.

Ranking details: I used the following mock drafts as "voters" for the best players. That is, I assumed they ranked the players in the order that they felt like the players deserved to be drafted. (This is an incorrect assumption, because some mock drafts account for perceived team need, but it should be close.) Then I used the "instant run-off voting" algorithm in a program I wrote to deduce who deserved to be ranked in the top spot, then in the second spot, then in the third spot, and so forth. See here for details on that algorithm: https://en.wikipedia.org/wiki/Instant-runoff_voting
