Here's an informed assessment from Argentina regarding how the credit rating outfits operate:

Rating agencies "don't belong to or depend on any state or supranational institutional sphere," Kirchner said. As they aren't a state, "our first conclusion is that they only represent the market. Thus we can identify the interests to which they answer and their ulterior motives... They operate globally, evaluating, rating and issuing opinions in order to create consensus and false assurances that guarantee the expansion of concentrated financial capital. Naturally, they don't care about the economic or social consequences [of their action] on national development or the lives of people."

They are an international enforcement racket coercing compliance with policies favorable to "concentrated capital" interests.

Argentina determined to not comply and adopted policies that were not on the "approved" list, and prospered.
