To be fair a little is lost in translation with the whole death to America thing. Down with America may be a more accurate translation. The Iranian people use Death to... quite often. Many Iranians that are interviewed at "death to America" rallies are clear that they separate the American Government from the American people and that they do not wish harm to Americans. After 911 there were protests in support of America in Iran but that all ended when Bush added them to the Axis of Evil. I think there was a time when all Americans were viewed as evil by the average Iranian but I think that time has passed.
If NPR gives you nightmares I have a book that would really get the hairs on the back of your neck up.

Whose prime directive? I believe that is do not interact with aliens until they reach FTL level. So this rule doesn't apply here.
It's about power and control. Those who have it v. those who want it.

So basic explanation is, "We are more powerful than you so we have the right to dictate you to do this, or do that." Not better than a typical primary school bully.
It was a joke, but pretty close to what's actually in play.
The argument from those with power is that other countries aren't evolved enough to handle the responsibility of nuclear power.
It's kind of stupid.. we've got this great way of getting energy and we horde it for ourselves stating the rest of the world just isn't ready.

And when will they ever be ready if there would be always a big brother telling them what to do? If they are vassals, just tell the people of those countries that they are colonized, and they are not free at all. A bit better than slaves.

You ain't gotta convince me at all mang. I'm all for getting nuclear energy from thorium for everyone. Have the UN write up a cookie cutter outline of what each country would need to get a plant rocking. Have the countries supply what they need, and open hiring people from existing countries to come in and train staff on two year contracts.
Still worried about security? Set up the program to require a higher level of security for the areas that are most likely to be an issue.
The political climate of these countries is difficult to work with, no doubt. But It's still worth the risk.
