Parts of this are nice, but this is impractical. Players association would not want to restrict this number of DL players from signing with a team in need, just because they are in another team's farm system.

More practically you would want to expand the number of players under contract from 15 to 18, so that a team has ~6 players on their "farm" and 6+ other "free agents" who can be picked over by other teams whenever.

i could live with this. I just get sick of these teams that have a few injuries and they only suit up 8 or 9 players that should never happen.
