Not sure about that. Seems like he is stressing that players outside the lottery must play 5 on 5 if they want to attend the combine. It is 5 days after all.

How was I butchering it? 10-20 is a subset of 15-20, therefore whatever applies to the 15-20 group also applies to the 10-20 group.
