Yeah, I think I've seen this movie before!

The Jazz have no cap room to offer any contract except a mid-level exception. Richardson will probably have multiple offers from more championship built teams. Why would he want to play in Utah?
Found it:
Denver's situation:
Under contract:
PG - Felton, Lawson
SG
SF - Gallinari
PF - Harrington
C - Anderson, Mosgov, Koof
Who they need to resign
Nene - his contract puts Denver at around 45 million. That gives them plenty of $$$ for Affalo and Chandler and they have a need for both players. I see NO scenario where they are interested in letting either one walk unless you completely overpaid one (ie 8+ million per year). Both are pipe dreams.

So they let Kenyon Martin and JR Smith walk? And they look pretty weak at the 4 I bet they might be willing to do a sign and trade for Millsap. Chandler for Millsap who says No; Jazz or Denver? It really helps both teams.
Denver will still have Gallenari with enough money to resign Smith/Affalo, while adding a starter at the 4
Utah get a Defensive sf that can knock down the 3 and makes it possible to add Kanter at 3 and Jimmer (hopefully at 12) Seriously this deal makes both teams better.
The only reason I would be OK with KOC drafting both Kanter and Biyombo is if they are somehow able to procreate and the Jazz become the first franchise to sign an unborn fetus to a contract.
Imagine the dissapointment when the newborn baby turn out to be a gigantice, enormous - girl....
