i think tleikheen is saying the Jazz should have a stable of young assets instead of old retreads. You can't make trades if you don't have young prospects teams want. Mitchell is untouchable, of course, and Allen is a new addition. But nobody wants Burks. He's a 7yr vet that is only valuable at the deadline as an expiring contract. O'Neale has limited appeal. Exum might garner some mild curiosity in free agency, but he's just been injured too much for any team to value him highly.
I'm all for replacing our three NG players with young prospects who have some upside. Same can be said of Neto. Nice guy, but not a player who would be worth much in a trade.

You realize that Favors is younger than Jonathan Simmons, Jamychal Green and Mirotic right? Why is someone else's retread better than our own?Yeah, but we spent $13 million last year to add Thabo, Jerekbo, and Udoh instead of going after somebody like Jonathan Simmons or Jamychal Green or Mirotic. And now we are talking about keeping often injured 8 year vet Favors and bringing back Booker instead of going after a Jabari Parker, Hezonja, Seth Curry or Jerami Grant.
We are super conservative. Almost always have been.

I suspect the Booker news is us doing him a favor by saying we're interested to boost his value.
Also we can easily sign Exum, Favors and bring another player in. Personally I am partial to Hezonja.
Jazz and Booker love each other, at this moment in time it is mutually beneficial for each of them to say they are interested. It might drive up Bookers salary or convince another team to act quickly. For the jazz, who find themselves for the second offseason in a row waiting on their own guy to decide if he wants to go or not, it helps the fan PR.
Now....back to waiting. How many cities do you think Favors will visit?
