Increasing competition for camp and increasing the chance of landing a cheap rotation piece for a team that will be operating over the cap going forward is a good strategy and is worth paying some money for. At least that's what I assume their reasoning is.The same reason they would buy second round draft picks and not sign them. I don’t know.
