Maybe I'm wrong then, and I believe my source is Locke (who isnt great at cap stuff), but I believe they were just under. Or maybe the floor projection was tied to a belief they would waive KJ? Oscar is elite at one skill, but it's interesting how he is not regarded as a prospect. He wasn't drafted, the Pacers let him go after a year as a two way player.
