Meaning and Reason for Neutral Reputation

I was curious about neutral reputation and found this on the Jazzfanz FAQ:


Reputation may be positive , negative or neutral . Negative reputation may only be given if the administrator has enabled this. Neutral reputation is only given when the person giving reputation does not meet the criteria set by the administrator to affect someone else's reputation.

So what is the criteria our administrators have set to determine the ability to affect someone's reputation? Is there a minimum post total or something?
 
It looks like you need a minimum of 50 posts and a minimum reputation of 20 before your reputation clicks will count. I can tweak both of those numbers if there is a reason to do so.
