I guess it boils down to semantics. When somebody says that this is ARod's job to lose, I take that to mean that he is the leading candidate for the job, which I don't believe he is. IMO Whit's quote says it all. He tries to promote from within as much as possible. The fact that ARod has already been demoted once, and that Whit is still looking at other applicants tells me that he would like to go in another direction if possible.
I think it is ARod's job to lose. Unless something crazy happens (like some unexpected big name saying they want the job) then ARod will probably be the new OC.
Whitt is obviously keeping his options open. That doesn't mean he doesn't want ARod, it just means if someone unexpectedly becomes available (who knew Boise State's OC was going to be available?) he wants to be able to move quickly. He already has ARod on staff, and probably already acting in this fashion, so might as well keep the options open.
If ARod got offered a job by some other school, then you'd probably see Whitt make an announcement. And if that had happened a month ago, it still wouldn't have meant ARod was the absolute first choice.
I would say right now ARod is definitely the leading candidate. I haven't even heard any strong rumors about anyone else. I've heard names tossed around here and there, but nothing too solid.
Not saying the leading candidate always gets the job. A bigger name may very well pop up. Who knows what NFL coaches will be looking for jobs. But right now ARod has to be considered the leading candidate.
