Most people feel no shame if they see someone on television. or in public who is dressed immodestly, and wouldn't have any problem dressing the same way. Immodest dress is the type of dress that brings attention to ones body either by thin, tight, or revealing clothing. Too tight, too high, too short, too low, who defines those things when it comes to woman's fashions?

The quintessence of the miniskirt is not what it covers up, but rather what it uncovers (as provable by its original fashion designers). The revealing of a greater amount of female flesh is the distinguishing trait of the miniskirt which contrasts it with other types of skirts or womens’ clothing. Since there is a similarity or even identity in the amount of flesh uncovered in the thigh and upper leg region between miniskirts and shorts (including swimsuits), then whatever the consequence of the miniskirt is in regard to sexual stimulation or imagination is the same consequence for shorts and swimsuits.
