It's a computer of significant capacity owned by someone, who for a fee usually fairly reasonable, will take your computer activity and hopefully stand in as the IP service provider you also pay for, but which will try to block other folks out there from being able to see your real IP address/provider or secure information about you for commercial or other interested folks. . . .
