Houston is the original tanker. They drafted Ralph Sampson #1 and then deliberately tanked the following year to get Olajuwon. The NBA implemented the draft lottery because of Houston's shenanigans.

And yeah, rumors were that Robinson could have played the last 4-6 weeks of the season but team management didn't want him to.
