Of course being told they can have "safe" consequence free sex encourages activity where there wouldn't otherwise be. That is just common sense.

I knew all about the "safe consequences" and chose not to participate in "free sex". Nor did I feel it encouraged me to do so.

I think it should be taught to highschool students but sex has no place in the elementary schools, middle school is debatable. Also I'd take a long close look at what is taught. Ignoring the issue is stupid.

It has a place in 5th grade during the maturation program where the kids learn about their changing bodies and the purpose behind it.
