Definitely would not put Boston in that category. Their current GM has never tanked and have made aggressive moves to upgrade the roster.

He did good putting the finishing touches on but he inherited a roster from a pick hoarder and benefitted from having dry powder and 75% of the work already done for him.

Again, wouldnt consider DA a pick hoarder when he is constantly looking to do big deals.
