I would say that your examples don't bear any resemblance whatsoever to the real world.Let me propose a scenario:
Two Native American Indian tribes approach two different forests.
1. The first tribe is told by its chief to cut down the forest and build him mansion. The tribe will be blessed in the afterlife for their work or damned for not working. The chief and a handful of his friends live in the mansion while the majority of the tribe continue to live outside without any shelter.
2. The second tribe is told by its chief to cut down the forest to provide housing for the tribe. The tribe builds necessary housing and farming that improves the lives of the tribe.
Would you say that both chiefs are the same?
Would you say that the second chief was merely pandering to stay in power or working to resolve necessary issues? Or working to improve the lives of his citizens?
