Lawyers have office staff that usually bill off a lawyers time log with some characterization of the work being done at the time, but they can also, easily, fabricate impressive "records", and fees to go with them, out of thin air. Particularly given any need to do so.

Most Americans are going to see the meaning of Joe Biden's CFR brag. Yah, he was among friends there, and did not expect anyone would betray the rules of the meeting. If the person who recorded it is known, I'm sure he's been kicked out of the club long ago. This brag has been played a thousand times over the past year. Pretty sure millions of Americans won't buy any kind of snow job about how it meant nothing.
